About the Book

This book tells stories of some very chilling violent incidents that took place in insurgency torn state of Manipur during the 1990s, described as seen on the ground by the Author. Stories of innocent public suffering as victims of security force excesses, and inhuman tactics used during communal and ethnic clashes, which conveys how the common men got trapped in conflict situations, unable to predict what awaits them, when, where and how. The book also points out shortcomings in the system, both at institutional and ground level, and force incompetency in tackling insurgency and guerilla tactics especially in crowded urban settings.

About the Author

John S. Shilshi is a retired IPS officer of Manipur cadre. He served in Manipur from 1990 to 2000 when the state was one of the hottest theatres of conflicts in the region. Trained in Counter- Insurgency and Counter-Terrorism, he led the elite civil police commando unit from 1992-2000.He served in the Intelligence Bureau from December 2000 - February 2016, and in the National Security Council Secretariat (NSCS) from April 2016 – March 2018. He is a recipient of three Gallantry Medals, a Medal for Meritorious Service, and a Medal for Distinguished Service from the President of India.He edited a book, “Bonds Beyond Border”, a project of BP Koirala India-Nepal Foundation in 2008. He writes for various newspapers and news portals on security and social issues.
